i got a new box and im trying it to see if it's good with IPTV ( i bought a Forever Cardiff )

Difference Between ffmpeg and vlc

Hello,

I'm trying to realize a personal IPTV panel to restream channel, but I'm not a developer, so understand opensource code present here is a little bit difficult for me.
Can someone explain me why in most of cases is used ffmpeg as streamer and not vlc ?

As I can see vlc support restream, transcode, auth, hls and other feature that are needed to start a little project.
In other hand ffmpeg, in most of cases, use ngnix and rtmp module to stream channel. I can't understand more things......

so im currently trying to set up a local to my oscam i have the blue single smargo reader
my freeview 0963 will read fine and shows 8 ent
my new card however wont read
any one have a tut on how to set it up
this is my first learning curve so please guys i do not need any abuse from you just a point or poke in the right direction for some reading material

normally i would think that a unknown is a channel that is new, or a very old channel list and no upto date svid for it

so today i did my monthly clear up and update
and see a lot of unknowns.

example:
