r81 last few days crashing when i add or remove # on user

R81 for the last few days has been crashing after a small edit on the config files or the files linked to it (c n mg )

I just right now had this in the n line profile.cfg file i have

# USER: User password { profiles=9000 } ( 9000 for uk )

As soon as i removed the # and the file re ftped , r81 crached

i had to re run multics -b

ideas?
